This picture is taken by Fritz Henle in 1970 about a group of kids playing in the water. The movement is frozen in time, so Fritz must had use a high shutter speed. The picture was taken probably in a sunny day as the far side of the water was over-exposed by the reflection of light. Meanwhile, the kids were under-exposed that makes them looking like shadows above the water. Since the photo is black & white, the structure of the water and the movement of the bodies were emphasized and created a contrast with the background.
